Sewer Lining Work in Arbutus and Halethorpe: What to Know

Baltimore County is rehabilitating about 77,700 linear feet of sanitary sewer line, almost 15 miles, in the Catonsville, Arbutus and Halethorpe areas, with work scheduled to finish in spring 2027. Expect minor lane closures and short parking restrictions, but the county says your water will not be shut off for the lining work.

What sewer projects are happening near Arbutus?

The county's October 15, 2026 community update for Council District 1 lists three sewer projects on our side of the county:

ProjectWhereSize of the workCostProgress (Oct. 15)Expected finish

The big one for Arbutus and Halethorpe is Task D. It started in fall 2025, and crews have a long way to go, so you may see them on your street sometime in the next several months.

What is sewer lining?

Lining puts a new layer inside an existing sewer pipe so the old pipe can keep working for years to come. It usually means much less digging than tearing out and replacing the whole line.

The Meter Basin 7 project in Catonsville is described by the county as a cleaning and lining project, and it is nearly done. Task D is the newer, larger lining project that reaches into Arbutus and Halethorpe.

Will my water be shut off during the work?

No. The county says that at no point will water supply be shut off for this lining work.

What you may notice instead:

  • Minor lane closures while crews are working
  • Parking restrictions for short periods
  • Lane closures with flaggers on Overbrook Road for the length of that separate pipe replacement project

If you see "No Parking" signs on your block, give your car a new spot for the day and you should be all set.

Who do I call with questions about the sewer work?

The county lists the Bureau of Engineering and Construction at 410-887-3531 for all three projects. Baltimore County also posts new updates every couple of weeks in its District 1 community updates, so that is the place to check for progress.

What does this mean for homeowners and buyers?

Old pipes are not glamorous, but this is the kind of behind-the-scenes work that keeps a neighborhood running well for the long haul. I would much rather see crews relining sewer lines now than hear about a backup later.

If you are house hunting and see work trucks on a street you love, this is probably why, and it is not a reason to pass on a home. For your own house, many buyers in older neighborhoods choose a sewer line camera inspection along with the home inspection, which I am glad to talk through. Browse the areas I cover on my neighborhoods page, and if your own plumbing needs work, the county's new online trade permit portal now handles plumbing permits. New to the area?
